Chinese researchers report positive results using acupuncture for abdominal obesity. Improvements were seen for BMI, waist circumference and WHR.
The mechanism for this improvement is unknown, but may be related to stress reduction. Cortisol is a known appetite stimulant and also disrupts insulin sensitivity....which is highly correlated with WHR.

Another study has demonstrated the relationship between visceral fat and insulin resistance.

If losing fat is your primary goal, as opposed to athletic performance or lean mass preservation, then exercise should be performed on an empty stomach.
Researches have demonstrated that even small elevations in plasma insulin inhibit fat burning during exercise. Both protein and carbohydrates elevate insulin.
